Peter wrote his first letter right before the persecution against Christians intensified. At the beginning of his letter, he relates how God is sovereign and His salvation is secure.  He also introduces the fact that suffering accompanies salvation and that God's Word will never change.  Peter's focus is on the security of God in the midst of an insecure world.
